The hill gives 1 production and allows a mine, the woods give an additional production and allow the lumber mill, but block the mine.

Three lefts do. the reason why you can't build a farm is because it has no source of water nearby. with civil service this allows farms connected to water to spread the water to farms built next to it. if there is no farm next to it and a source of water then a farm will not be able to be built there.

Since Civil Service gives you that +2 food way earlier than Chemistry gives you +2 production from mines, I usually farm fresh water hills.
