WebMar 20, 2024 · The British welfare state was constructed over the first half of the twentieth century, being consolidated by the Labour government elected in 1945 which implemented in large part the principles and mechanisms set out in the 1942 Beveridge report designed to slay the five ‘giant evils’—squalor, want, disease, ignorance and idleness (Timmins 2001 ). Inside the Cabinet, there was debate, instigated by Brendan Bracken, on 16 November 1942 over whether to publish the Report as a white paper at that time. The Chancellor of the Exchequer, Sir Kingsley Wood, said that it involved "an impracticable financial commitment" and that publication should therefore be postponed.
